Can I skip multiple ranks?
Note that the placement matches will not get you up the ranks, even if the seller wins every 10 games. Decisive is your rank in the last season since you will also play in this area your placement matches (opponent ranking). It is therefore impossible to get bronce directly into platinum or similar.

You must be at least level 30.

No you can keep it active. You only have to unlocke the seller.
